Subtitles on "On Demand" players on YouView

This is part of a general query I'm asking of all "On Demand" players, but specifically in this case the iPlayer.
It appears that although subtitles are generally available on live/linear TV, and also if recorded on a PVR such as a YouView Box, they are not available via the On Demand/CatchUp services.
So bizarrely, although one can watch a Programme on iPlayer on a PC with subtitles, if simultaneously accessing the same content via YouView (and I understand via BTVision and Virgin as well) subtitles are not available.
This seems to me to be a major hole in the accessibility performance of the service.

Can you explain why this is the case?

I can envisage a number of reasons in categories such as:
Technical issue on Platform
Licensing issue on Platform
Policy decision

But I cannot (to date) find a straight answer as to why this is the case.
Some public statements seem to imply that this capability will be available at some unspecified point in the future.

Can you provide an answer?
Or refer me to someone who can answer why it's not provided, and precisely what plans are in place for it to be provided in the future?
